ACLU Weights in on Federally Mandated Police Reform
In 2012 the U.S. Department of Justice found that Portland police uses excessive force against people with perceived mental illness.

Since then, the city, the police, the feds, and the Albina Ministerial Alliance have been working out a settlement agreement covering reforms to police policies, training and oversight.
